The processes are intended to be applied to the design, installation and delivery of a tank installation for liquids and vapors. The process also includes maintenance of the refueling systems for liquids and vapors. Basically there is no lower or upper limit to the content of the tank installations that are installed according to this Evaluation Guideline. BRL SIKB 7800/BRL-K903 has a number of main and sub-areas as described below.

As of June 1, 2017 Kiwa has transferred its role as manager of BRL SIKB 7800/BRL-K903 for the design, installation, repair and delivery of refueling systems to SIKB. This transfer took place at the request of various parties involved, in particular clients, the Dutch tank installers association (VTI) and UNiK (formerly Polyplast). With this, parties involved want to emphasize the importance of independent management of this national applicable guideline.

When is it necessary?
Companies falling under the Dutch "Activiteitenbesluit" (Activities Decree) are legally obliged to have their underground and above ground tank installations for the storage of chemicals and liquid fuels installed under installation certificate by a BRL SIKB 7800/BRL-K903 certified tank installer. A certified tank installer must install the tank installation in accordance with the requirements of the BRL SIKB 7800/BRL-K903 (and possibly an approved RI&E) before an installation certificate according to BRL SIKB 7800/BRL-K903 can be issued. The storage tanks, spill containers, protections, appendages, pipes etc. for the storage of liquid fuels and chemicals will be part of this RI&E.
BRL SIKB 7800/BRL-K903 sets general rules for building a "basic" tank installation, so the preparation of RI&E is not necessary in most cases. When building a chemical tank installation, people are obliged to work according to the RI&E.
