Certificering K21023 Mobile Security

The purpose of the certification scheme K21023 Mobile security is to inform the (external) emergency organization in a timely and secure manner about the status of goods, vehicles and / or persons in order to start the emergency process. The reliability and availability of the system are essential.

The certification scheme is based on European standards such as EN 50136-1 / A1 Alarm Transmission and EN 50518 Monitoring and Alarm Receiving Centers. This is in line with international standards and further develops the security of mobile objects and people. The scope of personal security has been developed in collaboration with the Dutch police.

Protection of vehicles and goods
The certification scheme mobile security is as far as it concerns vehicles and goods, the linking pin between the two mentioned standards. Car theft is a daily occurrence. With a good tracking and tracing system, an alarm receiving centre can follow a stolen car. When the car has been traced, the alarm receiving centres alarms the police to further deal with the situation. Besides this, the protection of vehicles and goods is connected with TAPA and ISO 28000 for transport security.

Protection of persons
The “Mobile Security” scheme also applies to the protection of people. This enables to also certify people security. The equipment used for this application must be certified according to this certification scheme. The equipment must contain an emergency button to give an alarm signal to the alarm receiving centre. In the alarm receiving centre, the operators have a listening option to listen in on the alarmed device. This allows the security of important persons, criminals and lone workers to be entered under certificate. The application of securing lone workers is also broad: this includes people who have to work alone in remote locations or it includes people who have to work on locations where aggression is significant.

The application of mobile security for persons is divided in four scopes:

For whom?
Primair: Suppliers for security services. These service providers demonstrate with their certification that the service based on tracking & tracing meets the requirements.

Secundary: Alarm receiving centres, Police, other emergency services, insurance companies.

When is it needed?
The K21023 scheme for mobile security maps all products and services that play a role in the chain of this form of security. It connects them and makes it possible for the Service Provider, who can be and wants to be responsible for total security, to continuously meet the requirements. With those prerequisites the service provider can guarantee continuous quality of the total service to clients who want to secure mobile objects or people.

Proces steps
Chapter 4 describes the infrastructure requirements. Chapter 5 describes the requirements for the protection of vehicles and goods. Chapter 6 describes the requirements for the protection of persons. Chapter 7 describes the requirements for the quality system of the service provider.

Certification process
Certification according to K21023 starts with an application where you specify which scopes you would like to be certified. Based on this application you will receive a fee proposal. You can enter into a certification agreement with Kiwa based on this fee proposal. Kiwa assesses whether the criteria for certification are met based on an independent acceptance audit. Certification will follow upon a positive audit outcome. However, if non-compliances are identified, you shall rectify these first.

After the initial certification, annual inspections are conducted to establish that the certified processes and completed works continue to comply with the requirements.
