Installer Assessment & Surveillance Scheme - Independent Assurance for Safer Installations

Prove installer competence, protect your brand and deliver compliant installations with Kiwa’s audited, surveillance‑backed scheme.

As a system designer or manufacturer, consistent, compliant installation is as critical as product performance. Kiwa’s Installer Assessment & Surveillance Scheme verifies the competence of your installer network through structured office audits, live site witnessing, and ongoing surveillance - giving specifiers, warranty providers and clients confidence that your systems are installed correctly, first time.
The scheme complements your product approval (e.g. Agrément) and reduces remediation risk, while providing a recognisable quality mark for your approved installers

What is the Installer Assessment & Surveillance Scheme

Independent Verification of Installer Competence

Kiwa’s Installer Assessment Scheme is a formal quality‑assurance framework that evaluates installation companies against legal, technical and workmanship requirements. It combines a structured office/depot audit (policies, procedures, training, calibration, RAMS) with site‑based witnessing of live installations, then maintains standards through periodic surveillance.

Approved companies receive a Kiwa Building Products certificate and may use the scheme quality mark in marketing materials - a visible signal of competence that supports tenders and client assurance.

The scheme aligns to the practical needs of system designers and specifiers and can be tailored for measures such as cavity wall insulation or loft insulation, waterproofing, roofing and cladding.

Our Installer Assessment Process

How Kiwa’s Installer Assessment Schemes Work

    Validation & Scoping

Before a single site is visited, we establish a baseline of compliance to ensure the installer meets the minimum legal and professional requirements. We define the installation measures in scope (e.g., CWI, loft, waterproofing, roofing) and agree audit evidence requirements and witnessing plan.

    Document Audit

We verify legal documentation including: public liability insurance as well as training and competence records, Health & Safety policies, method statements, quality system and site survey templates.

    Live Site Witnessing

Our auditor observes an installation in progress, verifying PPE, site-specific risk assessments, RAMS, equipment maintenance & calibration, method compliance and workmanship against system guidance and relevant standards / Building Regulations.

    Findings & Close‑out

We issue a clear report with any non‑conformances (NCs), required actions, and evidence deadlines to close. On success, we issue certificate and authorise use of any relevant IASS marks.

    Ongoing Surveillance

Periodic surveillance (desk + site) maintains standards, manages change (staff, methods, tools) and protects brand and scheme integrity.
Need a fast start? Where appropriate, we align evidence with other scheme requirements to minimise duplicate audits and reduce time to approval.

Business Benefits

Why Installer Assessment & Surveillance Matters

Compliance:

Evidence alignment with Building Regulations and scheme requirements, with auditable trails for the “golden thread”.

Market Access & Trust:

A visible quality mark and directory listing help specifiers, funders and clients select competent installers.

Risk Reduction:

Most installation issues stem from workmanship, not products - surveillance reduces failures, callbacks and remediation.

Liability Protection:

By maintaining a robust audit trail, you prove "due diligence." If a failure occurs, documented evidence shows that you took every reasonable step to ensure competency.

Brand Protection:

Independent oversight reduces reputational risk for system designers and their networks.

Efficiency:

Coordinated audits and shared evidence reduce duplication across schemes.

Installation companies benefit from recognised third‑party endorsement of their competence, strengthening tender submissions, building client trust and reducing the risk of installation‑related disputes.

Specifiers, Warranty & Insurance Providers

Independent installer assessment supports warranty validation and risk management, giving specifiers and insurers confidence that installation work aligns with technical guidance and Building Regulations.

Developers, Housing Associations & Local Authorities

Our surveillance and live site witnessing help asset owners and public bodies reduce remediation costs, verify safe and compliant workmanship, and ensure projects progress with fewer quality‑related delays.

Trade Associations & Certification Bodies

We work alongside industry associations and certification bodies whose members rely on independently verified installation standards. Our scheme reinforces sector quality benchmarks and aligns with recognised best‑practice inspection approaches used across the UK.

Architects & Facilities Management Firms

Architects gain assurance that installed systems perform as specified, while FM teams rely on verified installation quality to support long‑term asset performance, durability, and regulatory compliance. Our assessments help both groups reduce lifecycle risks and inform safe maintenance strategies.

Standards & Regulations We Work To

Our Installer Assessment & Surveillance Scheme is grounded in recognised standards, relevant regulations and formal scheme requirements. It combines technical rigour with legal compliance to ensure every assessment is impartial, repeatable and aligned with UK best practice. Guidance such as:

ISO/IEC 17020 (inspection bodies)

Governs the operation of various types of bodies performing inspections. It ensures that our on-site surveillance is carried out by technically competent personnel.

Building Safety Act 2022

We help manage the "Golden Thread" of information by providing documented evidence of installation quality, specifically for higher-risk buildings and structural safety.

Building Regulations (England & Wales) 2010

Our inspections verify that works meet mandatory requirements for fire safety (Part B), energy efficiency (Part L), and ventilation (Part F).

Frequently Asked Questions

Who can apply to the scheme?

A: Installers working with defined systems and system designers who wish to formalise a network of approved installers.

Q: What does the office audit cover?

A: Insurance, Health & Safety policy, training/competence records, calibration & maintenance, RAMS, method statements, QC, complaints handling and survey documentation.

Q: What is the primary purpose of this scheme?

A:The scheme provides independent verification that installers are technically competent, safe, and compliant with specific standards (like PAS 2030 or MCS). It protects the "System Designer" (manufacturer) from reputational damage and the end-user from poor workmanship.

Q: Is this scheme compatible with Trust Mark or MCS?

A: Yes. Our scheme is designed to align with the requirements of UKAS-accredited bodies. We can often "layer" our audits so that one site visit satisfies multiple compliance requirements, saving the installer time and money.

Q: What happens on the site visit?

A: We witness a live install, verify survey and RAMS, check workmanship against the system installer guide and relevant standards / regulation.

Q: How long does the initial onboarding take?

A: Typically, the process from application to "Approved Status" takes 4 to 6 weeks. This includes the desktop validation of your policies and the scheduling of your first "Registration Audit" on a live site.

Q: Can we access the data from the inspections?

A: Absolutely. We can send you the most recent report where you can download A  PDF version.

Q: What if an Non‑Conformance is raised?

A: You receive an Non‑Conformance (NC) report with actions and deadlines.

Minor NC: are closed with evidence. The installer is given 28 days to provide evidence (photos/docs) of rectification.

Major NC: The installer is suspended immediately and the System Designer is notified. A re-audit is required before they can resume work.

Q: How often is surveillance carried out?

A: We agree a surveillance plan based on risk, volume and measure type; it typically includes periodic desk checks and site witnessing.

Q: How is this different from competitor schemes?

A: Our approach mirrors industry best practice (office + site + surveillance) but integrates with Kiwa’s product approvals and directories to streamline evidence and verification.

Q: Do you list approved installers publicly?

A: Yes - all measures (e.g., cavity wall / loft) are searchable via Kiwa’s installer database.

Q: What is your geographic service coverage?

A: We provide full UK-wide coverage (including Northern Ireland). Our network of regional auditors ensures we can reach even remote sites without excessive travel costs or delays.
