30 October 2020 Further to PCS Regulatory Update issued on 27th July 2020, the Argentine Regulator – Ente Nacional de Comunicaciones (ENACOM) – published Resolución 1223 ENACOM/20, extending the validity of certain Type Approval Certificates as a result of the ongoing COVID-19 impact.

13 August 2020 On 12th August 2020, Argentine Regulator – Ente Nacional de Comunicaciones (ENACOM) – released Resolución 854/2020, introducing changes to labelling requirements and replacing former Resolución 82/2015. The new Regulation is effective immediately.

14 February 2020 Argentina Regulator - Ente Nacional de Comunicaciones (ENACOM) – are currently encountering moderate delays due to the temporary unavailability of the ENACOM National Director of Authorization and Registries.

10 November 2020 The Australian Regulator - Australian Communications and Media Authority (ACMA) - is planning an update to their Radiocommunications standard for short range devices with regards to AS/NZS 4268 and its international alternative SRD standards.

22 September 2020 Australian Communications and Media Authority (ACMA) is planning an update to their Radiocommunications Class Licence for low interference potential devices, to accommodate for new technologies like 5G and the Internet of Things.  

11 September 2020 Australian Communications and Media Authority (ACMA), is planning an update to their Radiofrequency Spectrum Plan, in order to reflect changes to international regulations made at the World Radiocommunication Conference 2019. ACMA invites any comments or suggestions to the draft plan before its implementation in January 2021. 

03 December 2020 On 2nd December 2020, the Accreditation Authority of Azerbaijan introduced a separate EMC approval scheme, which comes into force immediately.

02 October 2020 Further to the PCS Regulatory Update of 13th August 2020 regarding the new indefinite Approval validity periods, Botswana Regulator – Botswana Communications Regulatory Authority (BOCRA) – have now released an official statement concerning this matter.

13 August 2020 It has recently been advised that the Botswanan Communications Regulatory Authority (BOCRA) has amended the validity period of Type Approval certificates.

23 December 2020 On 21st December 2020, Brazilian Regulator – Agência Nacional De Telecomunicações (ANATEL) – released another update (Official letter 646/2020) in support of public health emergency measures to help reduce the impact on certification and maintenance activities.

16 December 2020 On 8th and 11th December 2020, Brazilian Regulator - Agência Nacional De Telecomunicações- (ANATEL) – opened Public Consultation No. 81 and 82 respectively for review.

10 December 2020 On 3rd December 2020, the Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) – released Act 7280, to replace Act 2222 and to revise the validity periods and requirements for renewals of many product types.

16 October 2020 Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) – has recently released several notices relating to updates of Guidelines for testing and technical requirements for 5G.

14 October 2020 - On 6th October 2020, Agência Nacional De Telecomunicações (ANATEL) opened a public consultation relating to the Specific Absorption Rate (SAR) Testing Procedures for Telecommunications products, as an Annex to Act No. 955, of February 8, 2018.

29 September 2020 Further to the PCS Regulatory Update of 23rd June 2020, Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) - has released a new notice - Ofício nº 585/2020/ORCN/SOR-ANATEL- extending the emergency measures to help reduce the impact on certification and maintenance activities due to COVID-19.

15 September 2020 Further to PCS Regulatory Update of 26th June 2020, Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) released ACT 4776 as a complement to ACT1448 of December 4, 2017, to update the Technical Requirements for Conformity Assessment of Restricted Radiocommunication Equipment. The new ACT was published on 1st September 2020.  

13 August 2020 On 31st July 2020, Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) – released ACT No. 4088 regarding labelling, whereby ACT No. 2221 of April 2020 is repealed and the possibility of using QR codes for labelling purposes is introduced.

20 July 2020 On 8th July 2020, Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) - released Official Letter No. 417/2020 / ORCN / SOR-ANATEL to support the Approval process for 5G in this country, which remains in its initial stages.

02 July 2020 On 26th June 2020, Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) - announced Public Consultation No. 54.

29 June 2020 On 1st June 2020, Brazilian Regulator - Agência Nacional De Telecomunicações (ANATEL) published Act 2934 to establish technical and operational requirements for the use of the 2.3GHz band (2,300 MHz to 2,400 MHz) by Personal Mobile Service stations – SMP, Multimedia Commmunication Service SCM, Fixed Telephone Switch Service STFC and Private Limited Service SLP.

26 June 2020 On 12th June Brazilian Regulator – Agência Nacional De Telecomunicações (ANATEL) – published 3 Acts: 3151 (Access Terminal Station compliance), 3152 (Mobile Phone compliance) and 3153 (Base Station Transceiver compliance) which updates the Technical requirements to include 5G NR.

10 December 2020 - On 1st December 2020, Burkina Faso Regulator - Authorité de Régulation des Communications Électroniques et des Postes (ARCEP) - launched a public consultation concerning frequency allocation for the provision of internet access services.

25 February 2020 Following the suspension of Type Approval activity in the latter half of 2019, the Regulator for Central African Republic, Autorité de Régulation des Communications Electroniques et de la Poste (ARCEP), has confirmed that Type Approval activities have now been resumed.

23 October 2020 - On 22nd October 2020, modifications to Chile’s Type Approval Regulation – Resolución 1985 – were published in the National Congress Library of Chile (Biblioteca del Congreso Nacional de Chile).

13 May 2020 Subsecretaría de Telecomunicaciones (SUBTEL) have advised that due to the impact of COVID-19, their Type Approval Regulation published earlier this year – Protocolo de Certificación de Equipos de Alcance Reducido, 2020 – has now been suspended until further notice.

19 March 2020 Secretaría de Telecomunicaciones (SUBTEL), has recently released a new guideline relating to the correct procedure to follow for Type Approval applications for devices covered in Resolution No. 1985 of 2017. This document is called “Protocolo de Certificación de Equipos de Alcance Reducido, 2020”.

01 April 2020 On 1st Apr 2020, China MIIT (Ministry of Industry and Information Technology) published notification “工信部无〔2020〕50号” concerning the frequency use plan for the 700MHz range to accelerate the development of 5G technology and promote the effective use of spectrum resources.

03 July 2020 Further to the PCS Regulatory Update of 04th October 2019, the Democratic Republic of the Congo Regulator – Autorité de Régulation de la Poste et des Télécommunications du Congo (ARPTC) – have now published their updated validity periods for new Type Approved equipment in Décision n°065/ARPTC/CLG/2019

19 November 2020 - The National Telecom Regulatory Authority (NTRA) – have recently confirmed an increase to the maximum permitted output power for RFID devices operating in the 865 – 868 MHz frequency range.

19 November 2020 Egypt Regulator – The National Telecom Regulatory Authority (NTRA) – have recently confirmed an increase to the maximum permitted output power for RFID devices operating in the 865 – 868 MHz frequency range.

14 July 2020 Recently, the National Telecom Regulatory Authority (NTRA) of Egypt have introduced two new Approval schemes – the Intermediate Type Approval scheme and the Guided Type Approval Scheme.

29 January 2020 On 2nd January 2020, Egypt Regulator – The National Telecom Regulatory Authority (NTRA) – published an update to their Accredited Test Labs list.

21 January 2020 It has recently been advised by the ESWATINI COMMUNICATIONS COMMISSION (ESCOM), that samples will now be required as part of the Type Approval application of all mobile terminals with WWAN capability.

08 December 2020 -  As per decision No 478 from Ministry of Economic Development of Russian Federation, from 1st January 2021 Certification Bodies located in Russia will not be able to register any EAC declarations on behalf of local companies.

18 November 2020 - Following a Eurasian Commission meeting on 17th November 2020, the Council of the Eurasian Economic Commission have now agreed on a 24-month transition period for the EAEC TR 048/2019 technical regulation on Energy Efficiency

05 March 2020 - Further to the PCS Regulatory Update of 27th January, Customs Union RoHS Technical Regulation "On Restrictions of use of Hazardous Substances in electrical and electronic products" became effective as of 1st March 2020.

27 January 2020 - Following PCS regulatory update in 2017 on publication of Decision #113 by Eurasian Economic Commission on EAEC TR 037/2016, the technical regulation on Restrictions of use of Hazardous Substances in electrical and electronic products is coming into force from 1st March 2020.

07 January 2020 - Following Eurasian Commission meeting on 24th of December 2019, the Council of the Eurasian Economic Commission published Decision #114. This regulation confirms that new technical regulation " On Energy Efficiency for energy consuming devices " (EAEC TR 048/2019) is to come into force on 1st September 2021 and has developed to track energy efficiency of devices used within the Eurasian Economic Union.

16 December 2020 - The Telecommunications Agency in Guyana have recently published new Type Approval guidelines. PCS understand there are no changes to the current Approval process as a result of the new guidelines. Furthermore, the Guyana National Bureau of Standards have announced two public consultations regarding labelling requirements. 

18 December 2020 - Comisión Nacional de Telecomunicaciones (CONATEL) – has issued a public consultation regarding the draft resolution “Updates to the National Frequency Allocation Plan”.

25 December 2020 - On the 21st December 2020, the Hong Kong Regulator Office of Communications Authority (OFCA) released an updated Compliance Test Specification – Safety and Electrical Protection Requirements for Subscriber Telecommunications Equipment. 

01 December 2020 Following the PCS Regulatory Update of 2nd October advising that products have been added to the Compulsory Registration Scheme (CRS), the Bureau of Indian Standards (BIS) has announced that further product categories have been added, which will also now require mandatory BIS Approval.

18 November 2020 On 13th November 2020, India’s Telecommunications Engineering Centre (TEC) announced a further extension to their previously published date for acceptance of foreign test reports from ILAC accredited labs (with the exception of Safety and EMI/EMC requirements which must be tested locally).

21 October 2020 The National Centre for Communication Security (NCCS) have begun publishing details on their website regarding the development of Indian security requirements. Compliance with Indian security requirements will be part of the MTCTE scheme (TEC Type Approval process).

16 March 2020 The Iraqi RF Regulator – The Iraqi Communications and Media Commission (CMC) – have confirmed that they will close for business for one week effective 17th March 2020, due to the precautionary measures the government is taking with regards to COVID-19.

13 November 2020 The Standards Institute of Israel (SII) has recently confirmed that all current SII Approval certificates issued under the SI60950 and SI60065 standards will need to be updated to reference the SI62368 Israeli standard. This is required in order for manufacturers to maintain the validity of existing SII Approvals.

09 September 2020 Upon discussions with local partners, PCS has been informed that Israeli RF Regulator - Ministry of Communications (MoC) – and the Israel Safety Regulator – the Standards Institution of Israel (SII) – will be closing between 18th September and 11th October 2020 during the upcoming Jewish New Year and Israeli National holidays.

12 August 2020 On 10th August 2020, Israeli RF Regulator - Ministry of Communications (MoC) - released a new Type Approval Regulation under the name of Wireless Telegraph Order (Non-Applicability of the Ordinance) (No. 2), 1982, which includes the opening and extension of certain frequency bands.

28 February 2020 Ministry of Communications (MoC) and the Israel Safety Regulator, the Standards Institution of Israel (SII), will be closing from 9th April 2020 to 19th April 2020 inclusive, during the upcoming Passover holiday.

05 February 2020 Further to PCS’ Regulatory Update dated 11th October 2019 regarding an amendment to the technical regulations for Milliwave radar/sensor systems in the 57-66GHz band, the proposed amendments are now in force as of 30th January 2020.

11 September 2020 Upon discussions with local partners, PCS has been informed that the Jordanian Regulator - Telecommunications Regulatory Commission (TRC) are in the process of updating the Requirements and Technical Standards for Radio-Frequency Devices SRD/LPD and the Terms and Specifications of High-Power Radio-Frequency Devices and Stations. Annex (1) and (2) of the Amended Instructions for Granting Type Approvals for Wired and Wireless Telecommunication Equipment and Telecommunication Terminal Equipment, respectively.

13 February 2020 Telecommunications Regulatory Commission (TRC) – have now issued the final version of the Amended Instructions for Granting Type Approvals for Wired and Wireless Telecommunication Equipment and Telecommunication Terminal Equipment.

10 August 2020 Due to the current situation in Beirut, PCS have been verbally informed by Lebanon Regulator – Ministry of Telecommunications (MoT) – that delays to the Type Approval process will be incurred until further notice. 

13 July 2020 From recent discussions with Malawi Regulator - Malawi Communications Regulatory Authority (MACRA) - PCS has been informed of upcoming changes to the Type Approval regulations in this country, and a draft Regulation has been released for industry review and comment.

24 November 2020 On 16th November 2020, the Malaysian Regulator responsible for creating technical standards - Malaysian Technical Standards Forum Bhd (MTSFB) - released a new draft technical specification for five of their technical codes based around information and network security.

11 November 2020 Further to PCS Regulatory Update issued on 16th October 2020 regarding the announced of the implementation of the National Digital Network Plan as part of a wider scheme: the Twelfth Malaysian Plan (2021-2025), where it was announced that 3G is being phased out by the end of 2021, the Standard and Industrial Research Institute of Malaysia (SIRIM) have now released more information on this.

16 October 2020 On 13th October 2020, the Malaysian Government announced the implementation of the National Digital Network Plan as part of their wider scheme the Twelfth Malaysian Plan (2021-2025). This plan is due to enhance the digital connectivity and the quality of experience for the communication network across the country.

06 October 2020 On 6th October 2020, the Malaysian Communications and Multimedia Commission (MCMC) along with the Standard and Industrial Research Institute of Malaysia (SIRIM) announced that they have set up a temporary approval option for 5G, until MCMC finalizes the 5G Technical Code.

26 August 2020 On 21st August 2020, the Malaysian Regulator responsible for creating technical standards – Malaysian Technical Standards Forum Bhd (MTSFB) – released a new draft technical specification for cellular booster equipment.

09 July 2020 On 6th July 2020, the Malaysian regulator responsible for creating technical standards - Malaysian Technical Standards Forum Bhd (MTSFB) – released a new draft technical specification for IMT-2020 for fifth generation systems specifically aimed at user equipment.

06 July 2020 Further to the PCS Regulatory Update of 23rd January 2020, the Malaysian Regulator – Malaysian Communication and Multimedia Commission (MCMC) – have confirmed that the new certification requirements for devices that use Internet Protocol version 6 (IPv6) will be implemented as planned on 10th July 2020.

20 May 2020 On 19th May 2020, the Malaysian Regulator responsible for creating technical standards - Malaysian Technical Standards Forum Bhd (MTSFB) - released a draft technical specification for IMT-2020 for fifth generation systems.

23 January 2020 The Malaysian Regulator – Malaysian Communication and Multimedia Commission (MCMC) – has published MCMC MTSFB TC T013:2019 which outlines the certification requirements for new devices that use Internet Protocol version 6 (IPv6).

04 December 2020 Further to the PCS Regulatory Update of 27th May 2020 regarding the new Mexican Conformity Assessment Procedure (PEC), PCS would like to remind manufacturers that, as of 25th February 2021, changes will be introduced to the Type Approval process for radio devices subject to current Mexican national standards and where there is a local testing procedure (such as NOM-208-SCFI-2016 and NOM-221-SCFI-2017 part 2).

09 November 2020 On 5th November 2020, the Mexican RF Regulator – Instituto Federal de Telecomunicaciones (IFT) – have announced a public consultation is underway concerning frequency band 5925 - 7125 MHz for unlicensed use such as for WiFi 6E.

19 October 2020 On 1st October 2020, the Mexican Secretariat of Economy published an update to Annex 2.4.1 of the Mexican Foreign Trade Rules - “NOM Agreement”. This update modifies the labelling requirements for certain products.

02 October 2020 From discussions with PCS local partners, it has been advised that delays can be expected to all Type Approval Applications under review at Mexican RF Regulator – Instituto Federal de Telecomunicaciones (IFT) – due to the retirement of the IFT Approvals Director and consequent ongoing internal restructuring.

30 September 2020 On 24th September 2020, the Mexican Secretariat of Economy (SE) announced a public consultation concerning an update to the national safety requirements for peripheral data-processing equipment –
PROY-NOM-019-SE-2020. The draft replacement standard would eventually replace the current NOM-019-SCFI-1998 once formally implemented.

Part 2. Mobile terminal equipment operating in the 700 MHz, 800 MHz, 850 MHz, 1900 MHz, 1700 MHz/2100 MHz and/or 2500 MHz bands

11 August 2020 Instituto Federal de Telecomunicaciones (IFT) have advised a public consultation is underway concerning a draft regulation with the aim to establish new technical operating conditions for the use of the frequency band 2400-2483.5 MHz (2.4 GHz).

05 August 2020 Further to the PCS Regulatory Update issued on 14th May 2020, new Mexican safety standard NOM-001-SCFI-2018 will be officially implemented on 14th August 2020, replacing the existing NOM-001-SCFI-1993 standard.

27 May 2020 The Mexican Regulator, Instituto Federal de Telecomunicaciones, has published a new Conformity Assessment Procedure for telecommunications products in the Mexican Official Gazette (DOF) which will enter into force on 25th February 2021.

14 May 2020 Further to the PCS Regulatory Update issued on 17th April 2020, the Mexican Secretariat of Economy (SE) have now announced a postponement of the implementation of Mexican safety standard NOM-001-SCFI-2018. The announcement was made on 14th May 2020, and NOM-001-SCFI-2018 will now come into force on 14th August 2020.

29 July 2020 Moroccan Regulator - Agence Nationale de Réglementation des Télécommunications (ANRT) – have published new regulations regarding Short-Range Devices (SRD) which include the opening and extension of some frequency bands. The new regulations were formally implemented on 16th July 2020

09 July 2020 Paraguay Regulator – Comisión Nacional de Telecomunicaciones (CONATEL) – have recently announced the release of Resolución 1269/2020, which updates the National Frequency Allocation Plan with regards to radio frequency identification equipment (RFID), short-range radio communication

17 December 2020 - Saudi Arabia - Following discussions between the Communications and Information Technology Commission (CITC) PCS has obtained confirmation that modules will no longer require CITC Approval, and CITC will no longer be accepting new Type Approval applications for such devices.

26 May 2020 On 29th April 2020, the South Korea Authority RRA (National Radio Research Agency) released Notice No. 2020--24 concerning a draft amendment of Technical regulations for the Telecommunication Terminal Equipment. Any interested parties were invited to comment within 60 days until 29th June 2020.

03 November 2020 - Further to the PCS Regulatory Update of 24th July 2020 concerning the suspension of Type Approvals for products supporting partial bands of LTE/5G NR Bands 28 and 41, the National Broadcasting and Telecommunications Commission (NBTC) of Thailand have made final decision about this issue and released a formal notification.

13 October 2020 - Further to PCS' Regulatory Update in July concerning a new notification ‘Criteria and Conditions of authorization to use radio frequency for Unmanned Aerial Vehicle (UAV) for General Use’, the NBTC have proposed a draft Technical standard NBTC TS10XX-25XX for the new frequency 24.05 - 24.25 GHz assigned to Unmanned Aerial Vehicles (UAV).

28 May 2020 Further to the PCS Regulatory Update of 23rd January 2020, the Thai Regulator – National Broadcasting and Telecommunications Commission (NBTC) – formally issued the notification ‘Exemption of License for Radiocommunication Equipment and Radio Communication Station under Radiocommunications Act B.E. 2498 (1955)’.

06 March 2020 The Thailand Regulator – National Broadcasting and Telecommunications Commission (NBTC) – have verbally announced the opening of LTE band 41 in this country. The applicable national standard for this frequency is NBTC TS 1027-2560 and this change is effective immediately

04 February 2020 Further to PCS’ Regulatory Update dated 21st November 2019 concerning a public consultation on IMT-2020 (5G) draft standards, on 31st January 2020 the National Broadcasting and Telecommunications Commission (NBTC) of Thailand formally issued the new technical standards NBTC TS 1036-2563 and NBTC TS 1037-2563 respectively for User Equipment and Base Station using this technology.

25 September 2020 On 15th September 2020, the UAE Regulator - Telecommunication Regulatory Authority (TRA) –announced the allocation of a new frequency band which allows UAE telecom operators to expand the application of 5G, in line with the decisions of the World Radio communication Conference 2019 (WRC-19).

25 November 2020 On 16th November 2020, the Vietnamese Regulator - Ministry of Information and Communications (MIC) - published the final Circular 38/2020 / TT-BTTTT promulgating " National technical regulation on low-power wide area network (LPWAN) radio equipment in the 920 MHz to 923 MHz band".

24 November 2020 Following the PCS Regulatory Update dated 22nd April 2020, the Vietnamese Regulator - Ministry of Information and Communications (MIC) - published the final Circular 34/2020 / TT-BTTTT issuing "National technical regulation on short range radio equipment in the band 1 GHz to 40 GHz", and Circular 35/2020 / TT-BTTTT promulgating "National technical regulation on broadband data transmission equipment operating in the 2.4 GHz band".

04 September 2020 On 20th August 2020, the Vietnamese Regulator - Ministry of Information and Communications (MIC) - published Circular 18/2020/TT-BTTTT - "planning 2300-2400 MHz and 2500-2690 MHz bands for Vietnam's IMT mobile communication system", and Circular 19/2020/TT-BTTTT - “planning 24.25 - 27.5 GHz band for Vietnam's IMT mobile communication system”. Both Circulars will be formally implemented on 06th October 2020.

20 July 2020 On 9th July 2020, the Vietnamese Regulator - Ministry of Information and Communications (MIC) - published a draft Circular promulgating " National technical regulation on ground mobile information terminals - Radio access part".

The new Circular will be formally implemented on 1st July 2020.

11 March 2020 Yemen Regulator, Ministry of Telecom & Information Technology (MTIT Yemen), has confirmed to PCS that Type Approval activities are suspended until further notice while regulatory procedures and regulations are reviewed.
