BRL 5613 ‘Plastic piping systems with metal inner layer for radiator connections – Specific requirements’ declared binding
Kiwa has declared the assessment guideline BRL 5613 binding as of16 March 2026. This guideline describes the requirements that plastic piping systems with a metal inner layer must meet for radiator connections in heating installations within buildings, in the context of certification with the KOMO quality mark.
Summary of the assessment guideline
The assessment guideline BRL 5613 sets requirements for pipes, fittings and joints, with focus on:
- Safety and reliability of the piping system
- Performance under long term temperature and pressure loads
- Durability and service life of the system according to class 5 of ISO 10508 (up to 90 °C for 1 year and 100 °C for 100 hours)
- Quality and consistency of the complete piping system
Certification is system based and results in a KOMO attestation with product certificate for the complete piping system and/or its components. The process includes type testing, evaluation of materials and system construction, extensive system testing, periodic inspections and assessment of the internal quality control system. This ensures continuous compliance and consistent quality of the piping system.

Evaluation guideline changes
An evaluation guideline or ‘Beoordelingsrichtlijn’ (BRL) is a package of requirements that a product or service can meet to demonstrate a certain guarantee of quality and legality. Kiwa offers BRLs in various subject areas. The requirements in a BRL are drawn up by an independent Board of Experts. A product or service is assessed by Kiwa on the basis of those requirements. When we introduce a new BRL or when a BRL changes, we will publish these BRL's.
