Risk analysis and management plan for legionella prevention for collective tap water installations (BRL-6010)

Owners of collective water supplies and collective pipe networks (together also referred to as collective installations) have a duty, or duty of care, under the Dutch Drinking Water Act and the Drinking Water Decree regarding the quality of the drinking water they make available. These owners are not subject to a general obligation to draw up a risk analysis and a management plan for legionella prevention.

A specific group of owners of collective installations does have this obligation and are designated in Article 35 of the Dutch Drinking Water Decree. This group includes owners of hospitals, a specific group of healthcare institutions, overnight accommodations, asylum seeker centers, penal institutions, swimming and bathing establishments, campsites, marinas and truck stops, who must have their risk analysis carried out (Art. 37, paragraph 3) and their management plan drawn up (Art. 38, first paragraph) by a company certified according to the assessment directive BRL-6010. Even if these owners want to apply an alternative legionella prevention technique, the substantiation thereof must be drawn up by such a company (Art. 44, paragraphs 2 and 3).

Alternative methods for legionella prevention (BRL-K14010 part 1) Physical techniques (BRL-K14010-1)

Kiwa Water Mark certification according to Kiwa assessment directive BRL-K14010-1 applies to the physical technique intended for application in collective drinking water and domestic hot water installations with a pressure of at most 1 MPa (10 bar) and a water temperature specified by the supplier.

The equipment for the physical technique can be installed at the following locations:

  • In the main pipe of the entire installation (gatekeeper concept)
  • In the supply pipe of a part of the installation (gatekeeper concept)
  • In a discharge pipe directly before a tap point (point of use concept)

The assessment directive BRL K14010-1 is a certification scheme for the Kiwa attestation-with-product certificate for legionella prevention with alternative techniques. Part 1 concerns the physical technology, including the management concept for the downstream installation and techniques such as microfiltration and ultrafiltration, pasteurization and UV treatment with low-pressure lamps.

Electrochemical techniques legionella prevention (BRL-K14010-2)

Kiwa Water Mark certification according to Kiwa assessment directive BRL-K14010-2 focuses on electrochemical techniques that have been approved by the Ctgb (Board for the Authorisation of Plant Protection Products and Biocides) and that are applied in collective drinking and domestic hot water installations for 'in line' disinfection.

The equipment associated with the electrochemical technique can be incorporated into the main pipe of the entire installation or a part thereof.

The assessment directive BRL K14010-2 is a certification scheme for the Kiwa product certificate for legionella prevention with alternative techniques. Part 2 concerns electrochemical techniques:

  • Copper/silver ionization
  • Anodic oxidation

Chemical dosing technique including the management instruction for the product and the installation (BRL-K14010-3)

The BRL-K14010-part 3 is used by Kiwa in conjunction with the Kiwa regulations for certification, which lay down the general rules of Kiwa for certification. At the time of establishing this BRL, the order for applying legionella management techniques specified in Article 44 of the Drinking Water Decree applies.

Legal preconditions apply to the application of all these techniques.

Article 20 of the Drinking Water Regulation regulates the conditions for the use of biocides in drinking and domestic hot water installations.

Legionella-safely managed installations (BRL-K14012)

The process certificate ’Legionella-Safely Managed’ applies to management systems for legionella prevention of water installations and aerosol-forming equipment in the broadest sense of the word. Assessment directive BRL K14012 is relevant for both permanent building installations and temporary installations such as trade fairs.

With the Kiwa Water Mark process certificate and the associated quality mark 'Legionella-Safely managed', the certificate holder demonstrates that the management plan functions and is complied with, thereby meeting all requirements. The certificate holder manages the risk of an exceedance and can ensure the trust of consumers and/or users in your water installation. The assessment directive BRL-K14012 is a certification scheme for legionella safely managed installations.
