Construction Products Regulation (CPR) Sustainability and Transparency in the Construction Sector

The new EU Construction Products Regulation (CPR) 2024 tightens requirements for CE markings and sustainability certificates. As an accredited Notified Body and EPD experts, we provide information about changes and support manufacturers in achieving full CPR compliance from readiness testing to validation.

What is Construction Products Regulation (CPR)?

The EU Construction Products Regulation (CPR) harmonizes requirements for construction products in the European single market and removes technical barriers to trade between member states. It ensures that construction products are assessed uniformly across the EU, receive a declaration of performance and CE marking, and will also include environmental and sustainability information in the future.

The New CPR: What changes for the Construction Industry?

On December 18, 2024, the revised CPR (Regulation EU 2024/3110) was published in the EU Official Journal. It entered into force on January 7, 2025, and will apply from January 8, 2026. The amended CPR establishes environmental aspects as an integral part of the declaration of performance and places greater emphasis on the circular economy and recyclability of construction products.

The most important innovations:

  • Digital Product Passports (DPP): Mandatory electronic documentation with technical specifications and environmental data
  • Extended CE marking: Integration of environmental criteria (not just safety)
  • Combined Declaration of Performance and Conformity: Replaces the previous DoP (Declaration of Performance)
  • Environmental reporting: Initially GWP (global warming potential), gradually supplemented by other indicators
  • Harmonized zone: EU-wide standardization to avoid special national regulations

Objectives of CPR 2024/3110:

  • Strengthening product safety and consumer protection
  • Promoting sustainability, resource efficiency, and the circular economy
  • Facilitating CE marking through clearer standardization processes
  • Greater transparency for planners, builders, and authorities

Who is affected by the Construction Products Regulation (CPR)?

The CPR applies to almost all players in the construction products sector, including:

  • Manufacturers of construction products
  • Importers and distributors
  • Notified bodies and EPD program operators
  • Service providers involved in testing, inspection, and certification

It covers both traditional construction products and, for example, used construction products, digital data sets, and services for 3D printing.

Why CPR compliance is becoming critical now?

Legal obligations
  • Affix CE marking: on product and/or packaging with Euroclass information
  • Provide declaration of performance and conformity: combined declaration with technical and environmental data
  • Retain technical documentation for 10 years: evidence management for market surveillance
  • Set up AVCP quality system: Assessment and Verification of Constancy of Performance involving a Notified Body
Market access and competitiveness

Without CPR compliance

  • No marketing in the EU
  • Exclusion from public tenders (proof of usability missing)
  • Rejection by wholesalers and building material retailers
  • Liability risks in the event of non-compliance

With CPR compliance + sustainability certificates:

  • EU-wide marketing without additional certifications in each country
  • Access to DGNB/LEED-certified construction projects
  • Preferred specification by architects and planners
  • Positioning as a future-proof, sustainable supplier
Environmental reporting becomes mandatory

CPR 2024 requires gradual environmental indicators:

Phase 1 (from 2026 for prioritized categories):

  • GWP (Global Warming Potential): CO₂ footprint according to EN 15804
  • Energy consumption during manufacturing

Phase 2 (gradually until 2030):

  • Recyclability
  • Resource efficiency
  • Toxicity
  • Complete life cycle data (LCA)

Kiwa's Solution

As an accredited EPD program holder, we create EN 15804 compliant environmental product declarations that can be directly integrated into digital product passports and declarations of performance.

Why Kiwa?

Kiwa Ecobility Experts is:

  • an internationally recognized EPD program operator
  • active as a notified body for construction products through the Kiwa Group with multiple locations
  • planned to become a notified body for environmental performance within the meaning of the CPR in the future

Kiwa combines:

  • Technical assessment (CE marking, usability certificates)
  • Environmental assessment (EPD, LCA, PCF/PEF)
  • Validation of sustainability data in accordance with the new CPR requirements

Frequently asked questions about CPR

When does the new Construction Products Regulation come into effect?

The new CPR (Regulation (EU) 2024/3110) came into force on January 7, 2025. Transition periods regulate how long existing regulations can continue to be used and it is crucial to prepare for the new requirements at an early stage.

What changes will there be to the declaration of performance?

In addition to traditional performance characteristics, environmental and sustainability indicators must also be included in the declaration of performance in future. This requires reliable data from LCA/EPD and validated sustainability reports.

Do I need an EPD for every product?

Not mandatory, but EPD data makes it much easier to meet the new environmental requirements especially if you want to be listed in sustainable construction projects (e.g., DGNB, BNB).

How long does a CPR Readiness Project take?

That depends heavily on your product portfolio, data depth, and existing systems. With the CPReadiness Check, you will quickly receive a structured overview and prioritization of your next steps.
