Reinforced concrete frame elements are intended for structures with a 50-year design life in safety class 2 in accordance with NEN 6702 and NEN 7031.

The BRL 9205 assessment guideline applies to precast frame elements made of VBC concrete, self-compacting concrete, certified concrete, high-strength concrete, and concrete with coarse lightweight aggregates, as well as to precast rectangular frame elements made of reinforced concrete for the conveyance of water or wastewater by gravity flow. 

BRL 9205 refers to standard frame elements as defined in product standard NEN 7031:1994. However, it also applies to elements with dimensions and/or load-bearing capacity, exposure class, and concrete cover that deviate from these specifications, and it also applies to the reinforced concrete accessories associated with the elements, such as end pieces and special elements. 

However, BRL 9205 does not apply to concrete elements subject to a different certification rule, such as pipes and manholes.

The certification body conducts the approval test based on the requirements included in the assessment guideline. The approval test comprises the following steps:

  • Certification test to determine whether the products meet the initial conditions.
  • Initial inspection and factory production control in accordance with European standards, insofar as these apply to the frame elements.
  • Assessment of the supplier’s documented quality system and its implementation.
  • Assessment of the production and the finished product of the reinforced concrete frame elements in accordance with the IKB scheme during two visits to the production site.

The assessment of the implementation of the quality system should, as far as possible, be combined with the inspection of production and the finished product.

During the two visits to the production site, the manufacturer must demonstrate that it is capable of manufacturing reinforced concrete frame elements that consistently meet the requirements.

A period of at least 4 weeks must elapse between the two visits to the production site.
