Where we come from
T2 Utility Engineers began providing Subsurface Utility Engineering (SUE) and surveying consulting services in 1993, as transportation agencies and project owners increasingly recognized the risks posed by unknown underground utilities.
Building on earlier civil engineering roots in Florida, T2 expanded its services and geographic footprint to support the growing need to identify, document, and provide reliable data and insights to manage utility infrastructure risk. Throughout its history, T2 professionals have played an active role in developing industry standards and best practices, maintaining a consistent commitment to reducing utility related risk.
1984
T2’s origins begin with the establishment of Tampa Bay Engineering in Florida as a civil engineering firm. As transportation agencies begin to recognize the risks posed by unknown utilities, the firm became an early adopter of emerging techniques to identify and document underground infrastructure.
1991
The U.S. Department of Transportation’s Federal Highway Administration (FHWA) formally encourages the use of Subsurface Utility Engineering (SUE) through what would later become ASCE 38 Standard on highway projects.
1993
Tampa Bay Engineering formally establishes Subsurface Utility Engineering (SUE) services and begins a long-standing relationship with the Florida Department of Transportation (FDOT).
1998
Tampa Bay Engineering becomes TBE Group, Inc., reflecting expanding demand for SUE beyond Florida. Surveying, and utility coordination services are added.
2002
A joint venture between TBE Group and TSH Associates (Totten, Smith, Hubicki) forms Canadian-based TSH/TBE Subsurface Utility Engineers.
2008
Two mergers occur. In the US, TBE Group becomes part of Cardno operations including its Utility Engineering & Surveying (UES) practice in North America. In Canada, the TBE part of the JV is acquired by Cardno and the TSH part is acquired by AECOM.
2012
The Canadian joint venture officially becomes T2 Utility Engineers, Inc., formalizing the T2 name and brand with SUE as its core business.
2017
Cardno purchases the 50% share of the Canadian JV owned by AECOM. The T2 Utility Engineers name remains in Canada.
2019
Cardno changes direction and splits the company apart. The Utility Engineering and Surveying group in the US is separated from Cardno, reestablishing a US standalone company, named T2 UES, Inc. dba. T2 Utility Engineers (T2).
2019 on
T2 is repeatedly recognized by Trenchless Technology as the top-ranked firm dedicated solely to Subsurface Utility Engineering.
2021
T2 Utility Engineers US and Canada join the Kiwa Group, a global leader in testing, inspection, certification, and consultancy headquartered in the Netherlands. This alignment expands T2’s resources and global reach while preserving its specialized focus on utility risk management services.
2023
Applied Professional Services (APS), a utility locating firm serving Washington and Oregon, joins T2 in the US, expanding services in the Pacific Northwest.
2024
GeoScan Subsurface Surveying, a leading SUE and utility locating firm in British Columbia, joins the company, strengthening T2’s Western Canada presence.
Industry Leadership
As SUE matured into a recognized engineering discipline, T2 professionals contributed to the development of industry ASCE 38 Standards and continue to actively advance industry standards and best practices.
- 2015 - the Utility Engineering and Surveying Institute (UESI) is launched by the American Society of Civil Engineers (ASCE) to develop and advance Subsurface Utility Engineering industry standards and manuals of practice. T2 was a founding and sustaining Organizational member of UESI.

- T2 professionals contributed directly to the development of the industry Standard ASCE 38-02, as well as the updated ASCE 38-22 Standard Guideline for Investigating and Documenting Existing Utilities.
- 2022 - The ASCE 75-22 Standard Guideline for Recording and Exchanging Utility Infrastructure Data is released. T2 professionals contributed to the development of this manual of practice and presenting webinars to explain the benefits and application of the Standard.
