Construction Products Regulation (CPR): Kiwa and Vinçotte in the final stages of becoming a Notified Body
The Construction Products Regulation (CPR) reshapes how manufacturers demonstrate product performance, sustainability and compliance. Environmental transparency is a mandatory part of the process, with implications for declarations, data collection, market access and CE marking.
Kiwa GmbH is in the final stages of extending its activities to become a Notified Body for the CPR. Vinçotte, a Kiwa company, with a strong position in the Belgian market as an EPD verifier, will build on Kiwa GmbH’s Notified Body status to continue supporting clients in the construction products sector. The same applies for other countries where Kiwa already has Notified Bodies for the technical requirements of the CPR like Italy, the Baltic States or Türkiye.
What is changing under the CPR?
The CPR, adopted in 2024, strengthens the EU’s approach to environmental sustainability for construction products. Manufacturers must now include environmental sustainability information as part of the combined Declaration of Performance and Conformity (DoPC).
Previously, the Declaration of Performance (DoP) focused primarily on product performance and safety. Under the updated CPR, this evolves into the DoPC, which also includes environmental sustainability data based on life-cycle impacts.
The projected timing
The introduction of mandatory environmental reporting will take place in phases. The projected timing is:
2026
Mandatory reporting of Global Warming Potential (GWP).
2030
Mandatory reporting of core environmental impact indicators.
2032
Mandatory reporting of additional environmental impact indicators.
The timing also depends on the availability of harmonised standards for individual product categories. The European Commission has published projected timings for the development of these standards.
Kiwa and Vinçotte as Notified Body for the CPR
The updated Assessment and Verification System (AVS) introduces a new System 3+. This makes verification of reported environmental impacts mandatory and requires:
- Initial inspection of manufacturing plants
- Validation and verification of company-specific environmental data
Kiwa GmbH is part of the Kiwa group of more than 20 Notified Bodies and is already active as an EPD verification body. It is now in the final stages of extending these activities to become a Notified Body for the CPR.
For manufacturers, working with a Notified Body such as Kiwa GmbH provides independent verification to support CE marking under the updated CPR.
Vinçotte, a Kiwa company, has a strong position in the Belgian market as an EPD verifier. By leveraging the Notified Body status of Kiwa GmbH, Vinçotte’s verifiers will be qualified under Kiwa’s accreditation. This will enable Vinçotte to continue serving its clients in the construction products sector. The same applies for other countries where Kiwa already has Notified Bodies for the technical requirements of the CPR like Italy, the Baltic States or Türkiye.
Digital Product Passport
The revised CPR also introduces, for the first time, a mandatory Digital Product Passport (DPP) for construction products placed on the EU market.
The exact requirements will become enforceable once the supporting harmonised standards and delegated acts have been adopted.
The Digital Product Passport will include information such as:
- Product identification
- Materials and components
- Environmental impacts
- Product performance
- Safety information
- Life-cycle information
Kiwa is following the ongoing standardization work and plans to offer its clients a Digital Product Passport solution that conforms to the upcoming standards.
