The processes are intended to be applied to the design, installation and delivery of a tank installation for liquids and vapors. The process also includes maintenance of the refueling systems for liquids and vapors. Basically there is no lower or upper limit to the content of the tank installations that are installed according to this Evaluation Guideline. BRL SIKB 7800/BRL-K903 has a number of main and sub-areas as described below.
Main areas:
A | Installation and maintenance of underground tank installations for PGS-Class 1 and Class 2 products - PGS 28. |
B | Installation and maintenance of underground tank installations for PGS-Class 3 and Class 4 products - PGS 28. |
C | Installation and maintenance of underground tank installations for chemical products as defined in PGS 31. |
D | Installation and maintenance of above ground tank installations for PGS-Class 3 and Class 4 products - PGS 30. |
E | Installation and maintenance of above ground tank installations for PGS-Class 2 products - PGS 30. |
F | Installation and maintenance of above ground tank installations for chemical products as defined in PGS 31. |
Sub-areas:
1 | Soil resistance measurements and design of cathodic protection (Mg-anode). |
2 | Thermoplastic piping systems. |
3 | Flexible metal piping systems. |
4 | Leak detection systems. |
5 | A) Electronic level gauging systems. B) Electronic level monitoring measuring systems. |
6 | A) Steel pipes with welded joints. B) Plastic pipes with welded joints. |
7 | Pressure pipes underground. |
8 | Pressure pipes above ground. |
9 | Design of tank installation in the (petro)chemical industry. |
10 | Tank installations (semi) underground building. |
11 | A) Fabrication of steel fill point spill containers. B) Fabrication of plastic fill point spill containers. |
12 | Underground tanks of Glass-reinforced plastic (GRP). |
13 | Pipes, underground of Glass-reinforced expoxy (GRE). |
14 | Tank installations for pontoons. |
15 | (Re)classification of above ground steel installations. |
16 | (Re)classification of above ground plastic installations. |
17 | Installation of underground pipes for main areas D, E or F. |
As of June 1, 2017 Kiwa has transferred its role as manager of BRL SIKB 7800/BRL-K903 for the design, installation, repair and delivery of refueling systems to SIKB. This transfer took place at the request of various parties involved, in particular clients, the Dutch tank installers association (VTI) and UNiK (formerly Polyplast). With this, parties involved want to emphasize the importance of independent management of this national applicable guideline.
For whom?
Tank installers of tank installations for flammable liquids and chemicals.
When is it necessary?
Companies falling under the Dutch "Activiteitenbesluit" (Activities Decree) are legally obliged to have their underground and above ground tank installations for the storage of chemicals and liquid fuels installed under installation certificate by a BRL SIKB 7800/BRL-K903 certified tank installer. A certified tank installer must install the tank installation in accordance with the requirements of the BRL SIKB 7800/BRL-K903 (and possibly an approved RI&E) before an installation certificate according to BRL SIKB 7800/BRL-K903 can be issued. The storage tanks, spill containers, protections, appendages, pipes etc. for the storage of liquid fuels and chemicals will be part of this RI&E.
BRL SIKB 7800/BRL-K903 sets general rules for building a "basic" tank installation, so the preparation of RI&E is not necessary in most cases. When building a chemical tank installation, people are obliged to work according to the RI&E.
